I think the entire article can be summed by his own quote: "I don't know much about the ins and outs of game engines, programming, 3D modelling, or whatever."
Although UE certainly has its problems with stuttering, especially when the game authors don't do shader pre-compilation, scene optimizations, etc., the whole article is just about "I don't know much about it, but I want to complain."

i rather watch some content creators that are veteran stalkers doing honest reviews, playing stalker games since three old stalker games came out and not so popular and have a knowledge than some officials knowing absolutely nothing.
