While we're not exactly old and tech-averse, our laziness to upgrade our contract makes us part of the problem, doesn't it? Serving broadband to rural areas is a costly affair and makes sense only if there's enough demand and ROI.

No. I'm not talking about people not willing to upgrade, I'm talking about people actively working against any effort to upgrade the infrastructure.

What I have heard of is people in rural towns asking their ISPs for broadband internet and getting responses such as "Sorry, there are currently no plans to upgrade your area."

I think even worse are cases when the money are taken both from infrastructure development and retirement funding what happened back in a day where I live. I already chatted on that subject with Igneel in private due to how dangerously close to political discussion it is for INARA, especially when we take into account very weird medial coverage that sometimes puts stuff so bizarrely absurd as if nobody ever checked the primary sources. :/

Igneel PrimeCountries where boomers (more the "ok boomer" boomers than generally the age group) have a lot of influence aren't exactly likely to have good internet because a large or at least influential part of the population cares more about its retirement than making progress.
This was simmering in the back of my mind the many hours I was playing today.
I have to ask, merely curious, just how much if any of your retirement/pension are you willing to give up & donate to further the development of infrastructure improvement, now & in the future?

I did a search on the general percentage of those who voted over the years, as well as the percentage of those eligible to vote, yet didn't.
My results referenced voting & voters in the U.S. so it may not be representative for other countries & areas of the world.
I found a number of sites, but tried to use the 2 with the most current information.
This indicates that older & better-educated people tend to have a higher percentage who vote.
This indicates that in general, the number of youth actively voting compared to youth eligible but not voting has taken a nosedive over the years & due to that the age group remains under-represented.
So, it seems that those 'idiots' you mentioned weren't the older folks, but the younger ones!
One doesn't have to be of the current generation to know how to use & want better (interweb & cellphone) infrastructure... but we've worked hard for & earned our retirement &/ pension.
Every improvement is built upon the foundations of other improvements. Most of the things that you've come to enjoy & maybe even taken for granted were built & paid for by us older folks.
Don't cast dispersions on us older folks... & if the younger generations want more of a voice in gov't & the decisions being made, well that takes more than bitchin' & whinin' about it. It takes active participation in the process!
BUT... what I'm most interested in hearing about is your answer to the question I asked at the beginning!

And infrastructure isn't upgraded with pension money but with the taxes we pay. That's what they're for.

Point being: money used for pensions and money used for infrastructure are entirely separate, so I wouldn't need to donate anything of my pension to upgrade infrastructure.

Yeah, it will be good to not go into the politics stuff here. Although it is off topic and the thread seems to suitable for that, it usually isn't the best theme of discussions and polarized opinions with the related problems will inevitably appear, sooner or later.
