Well, there has to be some sort of progression. In Fallout 4 you would unlock faster reload as a perk. And scopes could be purchased, looted from enemy weapons, or crafted from materials gained from scrapping wasteland junk. But advanced crafting skills required perks, too.
The nice thing about Bethesda's system was that there were so many different ways to achieve the same goal. This way it didn't feel that much like a grind. Experience points could be earned from all sorts of activities. In ED, there's only one way to unlock an engineer, so if you want this, you have to do that; no other option.
