It wasn't a CG per se. It was a special event received by a message triggered by past participation with Salvation missions/events. The message itself was not required to participate in this 'hidden event' though so if you delivered Medical supplies as required you should have received in game messages telling you you have the Mbooni permit and to look forward to more in the future.

Well that sucks then. I was doing passenger missions so missed out.

Checking in after not playing for a few months, did they ever optimize horizons for low end pcs yet?

They haven't even optimized for high-end PCs yet.

I think you mean Odessey, in which case, no they have not. It is still a mess for the vast majority of people regardless of system specs.

It has improved some (at least for me) but ultimately it is still a rather buggy and unoptimized full release early beta.

And by "rather buggy" I mean I can't rely on anything in the game working like it is supposed to. Apex shuttle doesn't always approach/land, missions arbitrarily becoming unfinishable, everything including menus taking a long time to load, settlement occupants and/or loot not loading in at all, not being able to use esc menu or go to system map because the game is working on something else at the moment and can't handle multitasking, not being able do anything at all aside from movement while an Apex shuttle is being prepared at the concourse, etc. They are nailing the coffin shut from the inside.

Anyone else noticed the lack of fires to put out in settlements? It's a medal requirement at level 2 but I can't seem to find any to put out. Is there a specific faction state I should be looking for?

The only fires at settlements I know of are from Restore Missions (not Reactivation). Part one of those missions is turning the power back on. Part two is putting out the fires. I suppose you don't technically need the mission to do that though, as long as you go to those particular settlements.
