I could need a poke in the right direction from some fine, well informed fellow captain:
It came to my attention that the material in question is the Hardened Surface Fragments and I need alot of this stuff. As far as my intel is informed, that stuff is found at the surface of living titans - of which we have a grave shortage right now.
Is there any alternative source known to you, fine lads?

However, you also have no need for it with the absence of (active) Titans and their anti-Guardian fields, as well as the lack of Glaives. The only thing it’s used for is putting on the magic stuff that prevents the Guardian things from melting. Somehow. And for some reason it uses Thargoid stuff even though it’s supposed to be some funky Guardian nanobots that are somehow not melting like the rest of them are. (But you also can’t slap it on modified Guardian guns because it’s a separate engineer effect.)
Doesn’t serve to look into the actual lore of it too much…

I` m currently doing some on food missions but I do not get any materials in any settlement. no mats, no data in terminals, nothing. The only material I get is mission rewards. All crates, or shelfes, even the locked once are empty. Is there any known issue in this regards?

I don't know about food missions but when I want a variety of materials plus Credit, I do the Robigo Run, a passenger mission from Robigo mines.
They nerfed it, you don't fill up your cabins as fast as before but the material is generally top, Grade 4 Raw/5 Manufactured, Encoded, other than that I've been running the signals, especially High Grade and was able to top up a Grade 5 in one run several times over, you need to look at the info for the material you're after to find the systems where to find them, scan the beacon and there you go...
If you're interested by the Passenger mission at Robigo, all you need is a shieldless Python with 7 cabins including first class (I use a Type-8 Transporter), disembarking passengers asking to kill enemies (or else you'll be interdicted by them) and 30 Ly Jump range (2 X Jumps from Robigo to Sothis).

Here is an example of what I'm saying. If you start in such a High Grade Emission site from zero, you'll fill your inventory with 2 Limpets providing you have more than 5 mn (they are timed).
You can do that with a Cobra MK3...
After that, go to a Material trader and exchange for lower grades (1, 2, 3, 4) then top up again after logging out and back in...

I'm impressed with the Cobra MK5, I'm starting to think it's the best ship in the game.
The Pre-built comes with two Cargo Racks (4E and 5E) and I fitted a 3A Collector Limpet Controller, this is perfect for farming materials, range is good and I'm upgrading her little by little, nothing fancy or extreme Grade 5, I chose compromises to save weight and keep heat levels low, not geared for Combat or Exploration but multi-role.
Just finished the shields, now I'm after Armour to increase survivability, from stock it's never good enough, whatever ship.

I think you must have encountered the no loot bug for settlements. It has happened to me a few times, but it was rare. However, I have recently seen more people complaining that lockers in settlements are empty. The Thargoids must have looted everything before they left.

I've encountered it several times playing in a PG with a friend of mine, lockers may get empty if someone connects/reconnects or re-enters the instance after it was 'created' originally. Solo was way more stable.

I have changed my connection settings with a DNS servers more stable and faster...

Much like space materials needed for ship upgrades and engineers, you need materials from ground missions to upgrade suits and ground weapons as well as unlocking ground engineers. However, the material grind is so bad that it is usually much quicker to just buy the ground materials from someone's fleet carrier.
On the plus side, (at least for me) high intensity ground combat zones can be completed quicker than space CZ, and the bounty/combat bond payout is significantly higher. The trade-off is that you earn negligible combat rank in a ground CZ.

the soldiers you kill while doing raid exterminate missions and the protect missions (the ones with the shield icon) used to give rank for both combat and merc.

Scavenger missions also, theres actually several.
Haven't tested in a long time since i went elite in everything. But im fairly certain its still the case.

RawnuHot tip (if it’s still hot): safeguard missions in Odyssey are probably the fastest combat (!) grind currently....but shreddin' the bugs for the combat rank is way more funny.

Safeguards are the most efficient grind for Combat rank, definitely, BUT...
Fastest is ground CZs with the following process: (Merc and Combat rank grinding)
- Go to Frontline in the system, check the locations (don't sign-up).
- Find a High Intensity CZ.
- Fly your own ship to NEAR the CZ.
- Land and deploy your SRV.
- Drive your SRV to the CZ, park somewhere out of view/range of the turrets and away from common combat areas.
- Select a faction.
- Quickly get out of your SRV.
- Fight. Win, don't die (your SRV will be destroyed if you take too long to redeploy)
- Finish the fight.
- Go to your SRV. Get in.
- Menu log (Go to main menu)
- Repeat steps 6-11 as much as you'd like.
