PhelboreRank missions require you to be both allied with the offering faction and have enough reputation with the superpower.
I think you need to be at least Cordial with the Superpower. I got first rank with Empire day or two ago being "just" Cordial to them.

Are you talking about a station in the Pleiades being attacked by Thargoids? If so, have no fear, your ships were evacuated. I think they're sent to the Rescue Ship, but you'll have to confirm in game via the Galaxy Map.
