oh yea? Well I'm sure the NPC you interdict will want to make it clear that you have 15 seconds to give up your cargo before they start firing; because you will jettison your cargo rather than continue firing at them.
I've interdicted thousands of NPCs. What you describe has never happened when I've done so.

So, the moral is to strike up a conversation, before you engage in "hostile action."
Interdicting someone is considered a hostile action.
It may not put a bounty on you, but it's still not a handshake.
It is certainly practical to state your intentions before starting an interdiction, but it's not a moral issue. Neither is it always a hostile action - do you turn to attack Police and Navy ships that interdict you as part of their routine patrols?
If I was a pirate, I might just shoot first and take all the bits dropped from the wreckage of the ship(s) that were destroyed.
You do know what a pirate is, don't you?
Last I looked players don't have "system security" listed as their affiliation. But I could be wrong there, I'm not involved with the Power Play and I don't belong to any minor faction.
As for the NPC's, have you ever interdicted one of the ones sent "after you" for a mission? It is possible to get behind them instead you know.
And then there are the ones where you have to hunt certain NPC's based on the mission, again, I'm pretty sure they don't try to run first.
Yea, all the ones I've talked about are a mission target to some extent, but clearly that poses an exception to your absolute ruling there.
Oh and the ones that ambush you in those sensor anomalies, clearly they don't chat you up first. Just sling insults and tell you to drop everything.
