I would also recommend equipping a maximum sized Fuel Scoop and at least one AMFU - neither carry a weight penalty and will not affect your jump range. An exploration build without a Fuel Scoop won’t get you far, and an AMFU can be an asset on long journeys far from the nearest outfitters

Rebooting ship also do repair. It tries to get all your modules fixed by using parts of other modules. With your sensors case, it would most likely would bring them back online.

Are sensors even needed to dock? I remember I frequently turned them off during exploration. They are required to register and scan other ships but not to target destinations in supercruise. And that's really all you need to find a station and dock.

As far as I am aware a reboot/repair (even if you have to do it 3 or 4 times) will give you at least 1% sensors. This is enough to dock. Been there!
