But AV scans do cause high load on the disk drive and sometimes also CPU. If you had two virus scanners installed, like Burstar mentioned, I'd directly point at it. Do you have E:D installed on a SSD or conventional HDD?
You could try to disable your virus scanner (Windows Defender) during the time you play E:D and enable it afterwards again. Perhaps, it can also be configured to stop all scanning activity when a game is running. It's highly unlikely to catch a virus through the game.
The video obviously shows his cpu and gpu going to 100% thats bitcoin farming...it happens when you go to a site you're not supposed to and catch a bot, at least the way that video looks for me indicates that it has NOTHING to do with his internet or connectivity nor packet-loss issues, there is something sucking all the resources from the CPU/GPU in spikes...only one thing does that...BITCOIN FARMING, you are being farmed. MY solution when it has happened to me is a fresh install of the Operating system with a high level format and bran new partitioning. When i have tried to pluck it with every other resource i have tried out there from others, it has alleviated the symptoms, but never fixed the problem. ONLY formating, new partition, and reinstalling Operating system will FOR SURE AND WITHOUT A DOUBT, fix all problems. It is tedious work to reinstall everything again, but at least you do so knowing you have basically a bran new pc. Anything arises after that then its actual hardware problems.
