Hey! I'm a console refugee, they don't have advanced ranks over there! I probably would've reached V already if the exploration stats carried over.
Also, are you sure you're reading that scanned systems map right? The core is "barely explored" because the star density is so high that we've only catalogued a very small percent, just like how the edges are highly explored near the north edges despite them not having many POI's. You can change the map from logarithmic to linear and see that the core has slightly higher exploration as the rest of the galaxy.
