Criminal scum!

You probably have notoriety. You can check this in your right ship panel around your credits/rebuy.

You have two options:
1. Play until it wears down. Two hours per one notoriety level. Once it is back to zero you can pay your bounties at Interstellar factors.
2. Hand yourself or let the cops/bounty hunters blow you and face the rebuy.

So when do CG rewards get cycled in (ie when do I get to claim my reward for the CG)? This is my first CG and I’m wondering how this works.

Usually at the end of the week or so. There will be an announcement on GalNet.

You can complete the CG after the weekly tick. Material rewards (which we do not have currently) are distributed with an article later.

Go find an Interstellar Factor and pay off the fine. Use INARA to look for the nearest one.

On edsy in the upper right hand corner where you enter your engineering mods and effects is a blue percentage meter. Anyone know what that is?

It's a meter which gives information on percentage of your modules engineering progress withing grade level which is shown by orange hexagons.

so if you are say grade 2 on an FSD and then halfway to G3, the meter shows 50%. Correct?

Another CG for bonds and background simulation. Boring stuff twice in a row, but I don't blame the devs, I think all the new guardian and goid stuff stopped years ago. Anyone know of a game that still puts out new space content, as in-non Odyssey content?

They already found one as Whyte was transmitting his speech from his private vessel... he's clearly expecting to lose and already made preperations to escape during the upcoming week.
