Yes, if the burning station have Imperial or Federal Minor Factions.

yup i scaled a few ranks last time but if its actually thargoids then it probably wont have fed or imp minor factions as its in plaiedis

Ugh, that sucks, I'm trying to grind up my Fed rank just so I can get the Federal Corvette. Outside of that I have no love of either the Federation or the Empire.

They are honestly the quickest way. It will take some time as with everything else but the rate at which you earn rep doing this far surpasses every other option for gaining rep.
Took me about 651 missions and over 6300 passengers delivered to get a Corvette from start.

Rescue missions in a burning imperial/federal station was always the fastest way to grind navy ranks.
I think the only time I had an issue was when one of the stations was shut down because of pirates. It was still pretty quick since you can buy your way to a rank as well with donations.
