There's a long-standing joke in the ED community that if you make the ridiculously long cross-system trip to Hutton Orbital, you can claim a free Anaconda. So now you know!

Sirius permit gives you access to to Sirius and the engineer Marco Qwent - He is a stepping stone to get access to professor Palin and Cloe Sedesi for that sweet grade 5 dirty drives.
Founders' permit gives access to Shinrarta Dezhra where you can buy every ship in the game and have access to all modules at 10% discount. Lori Jameson base is also there but you need a combat rank before being able to visit her.
Free Anaconda is probably some Aprils' Fool day joke which was kept over the years.
The crew is an NPC(bot) which can fly your SLF or ship if you choose to pick the SLF. Each crew NPC takes flat % cut of all your income regardless if in use or not. NPC pilots also takes some of your combat rank progression.

I'm doing about 6000 LY at a time. I think it costs 70M and 15 Hour wait from Sol. Or should I just buy an A-Rated fighter when I get there to do missions, etc.
Why not buy the fighter, then sell it when you're finished? I think it much cheaper than the alternatives.

I see. Money isn't really an issue, but I was contemplating should I just build a fleet just for Colonia. Which does seem like the logical choice instead of ferrying ships to/from.

also take a route slightly off the Galaxy plain higher or lower and you will be on a discovery mission, juicy new systems

If you do not plan to stay there for months a single ship will do. It is a very small bubble and everything is close. A single Krait Mk2 or Python will do for everything except for PvP.

Ya, I have a single, dedicated Krait2 there myself. Its multi purpose enough that it can fill about any role my phantom can't.
