I may be wrong here, but expansion has been like this a while. Expansion state is classed as a 'secondary state' and is only picked up on the system where the faction in question has 75+% influence. However, to compound this, expansion requires positive swings in happiness, economy and even sec. So, 99% of the time there will also be faction state of Boom and Civil Liberty going on at the same time. Because Galmap will only show one system state, these primary states trump the secondary state of expansion.
Inara, on the other hand, will list all of the individual installations held by any faction in an expansion state. This might help but you're more likely to want to find the source of that expansion, in which case you need to drill into each faction to find it.
This is how I understand it, but I'm sure if I'm wrong you kind folk will set me straight.
Aleksander MajjamData > Click Star Systems tab > Click Expansion > Search > Click the System from the list (there's many) > Scroll down to see all the factions of that system and their active states
Not all factions will be in an active state, but using the tool gives you a system with at least one faction in the state you're looking for.

That's right. It'll give you the expanding faction, but the system itself is not necessarily in a state of expansion - so no looking for specific HGEs etc.
A better way to find out via Inara would be Data -> Minor Factions -> Click in 'Just Controlling Factions' and in 'Expansion' -> Search.
This brings up the INF for each faction and the star system. Any over 75% will be in expansion.

I will usually find them 25LY or less out from Shinrarta.I'll contribute, giving some bits of my own observations. First - faction states doesn't matter (almost), any specific state just increases the chances and quantity a bit. So, any system with 1bn+ could be fine. Second - ditch the Alliance systems.
