I believe the seeds are ground to a fine powder then sniffed from the back of the hand. Very similar to snuff, a substance that was used on Gaia in the 17th century (Ancient Earth history)

Not at all - nations rarely if ever use their capital cities as military bases.

-Naval Support Facility Thurmont (which you'd know as "Camp David" )
-Washington Navy Yard

-Fort A.P. Hill
-Fort Belvoir
-And last but not least, The Pentagon

To keep this relevant and on-track with Gaavera's original point, how many self-contained military bases doea the US have outside of its capital? You can list them too, if you like.


The point I'm trying to make is that the majority of these are headquarters units, test bases, training bases, and in one case, a base for a branch's cyber-warfare command. You're going to have your main headquarters, in this case the Pentagon, in or near the capital, because the head of state in his role as Commander-in-Chief of the military has to have ready access to his/her chiefs of staff of each respective branch of military service via his secretary of defense.

Below that, you have headquarters units for each regional command in the country spread out who receive their orders from the main headquarters, i.e. US Fleet Forces Command on the Atlantic coast, US Pacific Fleet on the Pacific coast, etc. Then you have the headquarters for the operational commands overseas, US Central Command in the Middle East, US Forces Korea, etc. Those usually obtain their orders direct from the head of state via the secretary of defense.

So to answer the question "Would it be odd for the main headquarters of a nation's military to be outside of its capital?", yes it would be odd. The head of state is the commander-in-chief of the military, he holds his personnel accountable for what they do, it would be unreasonably difficult if the chiefs of staff were located elsewhere than the capital. They attend meetings with the President, the secretary of defense, and Congress constantly, then pass their orders out to the rest of the services via the Pentagon out to the regional commands and operational commands.

Seeing that the universe can't decide if it has FTL communications or not, I'd find it questionable that the main headquarters for both militaries can reasonably be held accountable for their actions by their commanders-in-chief in a suitable timeframe, and do in fact find the setup odd, given what is observable in modern military setups and my 19 years experience in the military.

Are Facece and Eta Cassiopeia regional commands, or the main headquarters? If they're main headquarters, it would odd and very questionable. If they're regional commands, it would not be at all odd.

But one other thing that would negate all the above: The Elite universe is consistently presented to us as a barely functioning dystopia. In a dystopia, I sincerely doubt certain pillars of democracy such as civilian control of the military exists. It's said multiple times the Alliance's Council of Admirals has broad reach to take action as they see fit without apparent oversight from the government. So in that case, it wouldn't be at all odd for the military to have their own "domains". It would be odd to us, but it's just another part of Elite's dystopian normalcy.

About the onionhead - it seems its usage is fairly simple. I am not sure where the seeds form came from (maybe a different strain, I think there were few of them). From the official Galnet posts:
"The Federal President Jasmina Halsey has declared the newly discovered rare narcotic 'Onionhead' illegal throughout Federal space. Onionhead is the fruit of an alien plant, only grown on Panem in the independent Kappa Fornacis system..."

"At a press conference on Panem he [Georgio Algeria, the spokesman for the Farmer's Union in the Kappa Fornacis system] said: 'Onionhead is great, cool. Loved across the galaxy. We make it, you eat it. Don't eat it if you don't want it. Call yourself President! We will keep making it and you will keep eating it. It's what we do. It's all we do.'"

Let's just look at the fact it is not only dystopia but on the long run there's little to no formal central government. There are even situations when Federal faction fights against Federal factions. Both Hudson and Winters likely use mercenaries to deal with their stuff under the table while they are best buddies in official media. We are speaking about hundreds of systems each having their own local government (and governments).
