My suspicion is that Raxxla exists as a station or other base, locked in one of the permit locked systems, reserved for later content, and that whatever system it is in will be renamed once that is released.

Just curious, how are we certain it's already in game?
Because FDev had said so. This is taken from the ED Wiki:
In September 2015, Drew Wagar - one of the official writers for Elite Dangerous - stated "I spoke to David Braben directly in 2014 and he confirmed to me that 'It’s out there and we (FD) know where it is.' – So it does exist." Michael Brookes said “There will be no clues.”
In March 2019, Drew Wagar reaffirmed that he had been told by Michael Brooks in no uncertain terms that Raxxla is indeed in the game, and that the developers know exactly where it is.
Raxxla is in the Milky Way. This was confirmed during DJTruthsayer's lore interview with Michael Brookes. Question: "Where is Raxxla?" Brookes: "Well it's in the Milky Way, but I can't tell you where it is. It's a journey that everyone has to travel for themselves." Question: "You have said that there will be no clues though?" Brookes: "That's true, but I think you have to make some of it a tiny bit obvious just so people know what they're doing. There's nothing to be revealed at this stage."

I think its the case of Raxxla. It is there somewhere in the Galaxy, waiting to be discovered...

My point exactly. There much, much more than a ragtag terrorist group behind this tragedy. I mean, look at the strategic scope of all coordinated attacks. See the distances, the complexity of different levels of security, the huge damage and the weapons used.
I sense the hands of unknown powerful people from all three great powers. I sense a new Power coming to reclaim its place in this Galactic game.

Hitting all three superpower capitals was a hugely symbolic gesture, and should have been impossible. How did they bypass security and plant explosives without detection? Who the hell are these people?”
My point exactly. There much, much more than a ragtag terrorist group behind this tragedy. I mean, look at the strategic scope of all coordinated attacks. See the distances, the complexity of different levels of security, the huge damage and the weapons used.

What's unhinged is believing Democracy rather than Corporate rule will keep systems in line while allowing us to combat the Thargoid threat. Free Rochester!
