Drugs are legal or illegal based on star system laws. It can prohibit the use of recreational drugs or heavily regulate medicinal drugs that can be used for recreation. Many drugs are also legal in many jurisdictions and culturally accepted. These are traded on the marketplace.

Many recreational drugs are illegal in the Federation. Excessive use of narcotics is frowned upon in the Empire. The legality of drugs varies per system in the Alliance. Independent Systems have their own laws.

AFAIK Imperial slaves work in a wide range of fields, from dangerous and/or repetitive work the other powers would use robots for to raising the children of the families they work for.

As far as what work they could do, this is rather accurate. People who volunteer to be part of the Imperial Slave system don't get to choose what work they will be undertaking (so long as the work does not violate basic human rights). One could wind up being a maid/butler for a rich senator, or they could wind up working in a dangerous mine somewhere.

But I think their question was more based on, of the entire work force within the Empire, how many of them are gainfully employed or are in the Imperial Slave system?

Things that oft get overlooked in this equation are that Imperial slaves have codified rights, and culturally owners will get ostracized for mistreating slaves. Ostracization is a severe penalty that can lead to ruin. Would you want to risk your standing by potentially losing slaves in the mines instead of using robots like your nemesis does? That sort of thing.

As to the last question, I don't know. My impression is that the Imperial economy is stronger than the Federation's but there is not shortage of Imp Slaves so???
