Can you please elaborate what you mean by "they did that already anyways"? The second sentence of the latest Galnet news states:
The new department was formed following congressional approval of the Domestic Counter-Terrorism Act.

Just like intelligence services break laws irl, I expect them to break their respective laws in the ED universe. And surveillance of communication is one of the key departments necessary for a lot of intelligence and counter intelligence.

Just like intelligence services break laws irl, I expect them to break their respective laws in the ED universe. And surveillance of communication is one of the key departments necessary for a lot of intelligence and counter intelligence.


Even if they were already doing it, legitimising it sets a dangerous precedent. Before, if it was discovered that an intelligence organisation was operating illegally it would be possible (on paper at least) to legally challenge that and potentially legally invalidate any information they found that way. But now that it is legal to operate in such a manner there's not much anyone can do about it. It also makes further laws seem more reasonable.

At least the new law is good for Alliance and Empire based hyperspace VPN companies.

Can thargoids be passive? cause I have found one that keeps blocking my direction of travel but isn't doing anything at all.

To my knowledge, I think they generally don't bother you unless you attack them or you are carrying technology they want.

Only for the actual tiers in the tooltip, if you mean the Inara medals and badges.
