-Umm.. sure dude. Just make sure that you pm all the other players in the bar. Also, you can’t say that someone else’s character is damaged, but maybe you could ask? Like if that Jason guy is really close, maybe pm him asking for permission to say that he gets hurt?

BluduhGio, just finesse it a little. You seem to have some good writing skills.
Don't just come in and show your ass in a couple of short paragraphs.
Work it into the story. Let it breathe and live a little.

Speaking only for myself, bringing something flavored as some sort of terrorist attack into a situation, or yanking the agency away from people for whom such a thing might be triggering, is no laughing matter.

There's no need for that, you made some excellent suggestions! Getting consent before making a choice that effects others in a context such as this is very important and healthy. Trust me, I've been in situations where things like this have happened around a D&D table and it always ends in shouting, pointed fingers, and hurt feelings.
Now, not everybody is going to care about that. That has less to do with RPing itself, and more to do with particular participants.

It was also disrupting the ongoing story's, as green slime was sprayed on everyone involved and the bar was put on lockdown. It was not the right place for "that" joke.
Something like that:
"he vomited a green gush of mucus and collapsed. a strange-looking liquid ran out of all his orifices while he trembled and gurgled towards the nearest group of visitors."
Would have been equally suprising and may well have changed the way the story's progression big time, while giving all of the involved a choice how to react.
