It does seem that way. I think the easiest and best solution is if we regard the two scenes (Stillgar in the bar and Stillgar in the docks) as having taken place far enough apart as to make it reasonable for Stillgar to have made the trip between the two.

I viewed it as passing from the bar to my ships back n forth.. and catching snippits of you guys talking in the bay.
