There is nothing in EDSY to suggest that this is the case. In fact importing a build from Inara sometimes puts modules in the "wrong" slots. Not that it matters though, because for the purpose of calculating the stats of a build, a medium hardpoint is a medium hardpoint is a medium hardpoint. Placement is something I think about in the outfitting screen, not at the planning stage. You can tell this from all my previous builds. So your conclusion that I was going to put mining lasers on the wings of a Cutter is simply wrong.
The import/export might been bugged at that time. EDSY and Coriolis utility slots and hardpoints are exactly ordered as in game. This means that if you set a rail on 2nd and 5th hardpoint of the FDL those would be the two medium one on the right of the cockpit. Same, 6th and 7th hardpoints on a cutter are medium sized one that are placed on the wings and 3rd and 4th utility slots are bellow ship on the sides of the fighter bay. It is good that you use the tools for calculation only, but if you know what is where you can just create your build and then reproducing it without trying to figure what is where by the weird outfitting camera.

Oh GD it Epi, don't make me take Co's side. While I wouldn't use SCA in a combat ship either for almost identical reasons the SCA has far more utility than the DC does.

EpisparhSCA have just one useful feature: keeping max speed and aligning with target in the last possible moment to safely drop on target. Any other way of using it is waste of a slot, but the worst part is that it wastes your time. Once aligned with target SCA sets speed to 75% and keep it there for the entire journey. Without, SCA a CMDR keep speed at 100% and sets it to 75% in the last possible moment AKA "0.06 rule" this makes long supercruise trips significantly faster. You can save up to an hour from your traveling time to Hutton for example.
The other "feature" of SCA, hyperspace de-throttle can by achieved by simply setting your speed to 0% while in the hyperspace tunnel.

Nobody said the SCA didn't require you to have a head on your shoulders about using it, just that it's more useful than the DC. Personally I only use it for the overcruise 'exploit' (seems like wrong word). I do not let it sit at 3/4 throttle unless it is a long distance trip with zero threat and I'll be AFK for its duration. Your Hutton example: The extra 'hour' I wouldn't care because I'm binge watching the new Witcher season or whatever
Purposes in which the SCA module could be 'worth it' imo:
Exploration ships
Trade ships in which you are task switched out but paying attention during the trip
Any long distance journey vessels or ships which have room for it and don't require anything more important.
Frankly, I'm of the mind that both the SCA and the DC should not have been module slots. They should have been an internal upgrade you could optionally purchase if you wanted. In my mind applied something similar to how the SRV loading for Hangar modules worked. With Horizons now being the base game SCA and DC could be sub-components of the Planetary Landing Suite.

You really expect me to believe companies are building space ships in the year 3307 and NOT including some sort of autopilot features integrated into the ships main navigation system?

What is flight assist according to your narrative then? Too few cars in our time have automatic parking although the tech is there. Yes, modern craft have some kind of auto-pilot but those are guided by land based systems especially for landing. At the end it is trivial task, if you prefer that type of "flying" - EVE online is the game where you click and the ship performs.
