Not a lot is known about this individual, he (it?...) is rumored to be from earth. This rumor hast it, that there was some kind of advanced scientific organization called the Institute. It goes on, that they had this huge base of operation underground beneath the Commonwealth founded sometime around the late 2180s to early 2190s.

Apparently they were known and feared for their ability to produce advanced synthetic humans (also known as synths) of high enough quality to pass as true humans... some even say, there was teleportation involved...
