Record for Pilot's Federation applicants background review

Subject's past mental profiles are either non-existent or inaccessible, and while a contempory review has recently been held, no anomalies were detected. The subject seems to be of healthy, normal mental fortitude, although... well, maybe its down to my own experience, but I feel something odd about him. His demeanour changes too smoothly, too fast. A well-educated but not overly posh British accent is evident from him, perfectly normal for someone who would have grown up on an affluent English-speaking world. However, the subject has also shown incredible fluency in the languages of Russian, Chinese, Arabic and Hindi. Audio extracts from hidden audio-recievers and Federal public security apparatus show that the subject is clearly fluent in a many different languages as well as the cultural mannerisms that would be expected to accompany them, each of which alone would have suggested that the subject was raised on a world where the respective culture is dominant. The question is, in which culture did he truly grow up in, and how did he come to be fluent in so many languages and mannerisms that is far beyond the need of even a far-reaching trader or diplomat?

Perhaps more worrisome is the lengths in which he goes to hide the fact that he is not a simple person from an English-speaking world. Unless the situation required it, the subject would always stick to their "British" persona, and took exceeding lengths to disable all audio and video recording hardware and software before making use of his "non-standard" skills. Only the most state-of-the-art technology and techniques are able to extract the truth about him, with all older methods being preemptively countered by the subject, suggesting a possible history in counter-intelligence operations. However, we still believe that the subject has not yet caught onto our examination of him.

Alamingly, the subject seems to be frequently investigating Thargoid and Guardian-related incidents by tracking down the whistleblowers and extracting information from them, often before Federal Intelligence. Earth is an ancient and well-populated world, as well as a nexus for all far-reaching rumours, and the subject seems to make full use of his "non-standard" skills to extract information from people in all corners of the multicultural planet.

Our suspicions about his past were further compounded when all requests to the Federal military for his possible military records were rejected. Despite our (Pilot's Federation) long-standing agreement with the Federation, Empire and Alliance to obtain even classified military records about applicants who wish to apply for a full Pilot's Federation membership, we recognise that for certain personnel even we are not permitted to know about their history. Such an outstanding rejection by the Federation implies that the subject has a past the Federation wishes to keep secret, although his free-roaming presence on Earth, the homeworld and core of the Federation, implies that he has likely come to some sort of mutual agreement with Federal authorities.

The subject has been observed spending a considerable amount of time and money into learning spaceflight, as expected of most Pilot's Federation applicants. While we have our suspicions that he was once a counter-intelligence operative, it is clear to us that he was not a starpilot before becoming a freelancer.

We advise caution when considering this applicant's Pilot's Federation membership request, although we ultimately recommend this subject to be a good candidate to join our ranks. His interest in Thargoid and Guardian incidents shows that he would become an inquisitive freelancer starpilot that could help push the boundaries of human understanding, and his clear understanding of Federal society and bureaucracy would help increase our influence in that superpower.
