Tobias Fulda was born the second of four children on the planet Foursyth in the Rhea system. Although born into a family of farmers, Tobias had little interest in agriculture and instead enlisted in the Federal Navy at the age of 18. After attending flight school, he served as a pilot aboard a Federal Assault Ship. During his time with in the Navy he became increasingly disillusioned with the Federation as a whole, especially after being deployed to help suppress anti-Federation uprisings under the Halsey administration. Fulda received a medical discharge after he lost his eyesight to debris when his ship sustained significant damage from a ground battery.

After receiving a medical discharge from the Federal Navy, Fulda used his savings to have his eyes replaced with synthetics, thus restoring his vision and allowing him to fly again. Shortly thereafter, Fulda received his independent pilot's license from the Pilots Federation. He worked a number of odd jobs in the Bubble before ultimately striking out as a deep space explorer. After months in the black, Fulda returned to the Bubble and was awarded the rank of Elite. Afterwards, he shifted his focus to bounty hunting to remain closer to his daughter.

Although he still considers himself a Federal citizen, Fulda generally dislikes the three superpowers and has an even dimmer view of the mega corporations. Therefore, he rarely accepts bounties from any of them and tends to focus his efforts on protecting the "little guy". This mentality continued with the outbreak of the Second Thargoid War, where Fulda began flying rescue missions to evacuate refugees from systems under attack by the Thargoids.

In his spare time, Fulda can be found reading, playing his guitar, enjoying Indi Bourbon, and spending time with his daughter.
