Feltzer Robigo was born in Taevaisa to parents Danial and Elizabeth Robigo who were at the time a minor Imperial nobility in charge of the Taevaisa Imperial Society. In 3295 when Feltzer was 18 he enlisted in the Imperial Navy and was assigned to the INV Faveols fighter wing where he served for several years before moving into special operations in 3299. In 3301 on an operation investigating an Alliance terrorist organization he was captured and interrogated before he escaped by overloading the installations reactor and stealing a ship to be recovered by the INV Duval's Shield. Debrief and examination showed no signs of mental trauma which was odd due to the physical injuries sustained, further monitoring was ordered and he was discharged with full honors.

There have been reports of Feltzer undertaking wetwork missions, claiming to work with Alliance Special Operations Command and going by a different name, Toronto. No one know where Toronto comes from but he’s quick to violence and ruthless in his efficiency no matter who gets in the way. Feltzer refutes these report saying he could never do these things. Toronto always wears his helmet as he’s prone to panic attacks in environments with O2 content over 12%, he claims this is due to his childhood home in Quator having a malfunctioning life support system.
