Rick Rattison, known by his call sign "Rikrat" is a rehabilitated galactic criminal who is now a successful freelancer.  

In 3303, Rattison made history as the first participant in the "Sirius About Reforming Prisoners" program from the Sirius Corporation.  Bolstered by the massive proceeds accrued by Li Yong-Rui's galaxy-wide 15% sale on all ships and modules, participants were given a "loner" vessel, generally an Asp Explorer or Keelback, which they could utilize to fulfill contracts for Sirius Corp.  Upon completion of their servitude, participants were allowed to keep the loner vessel and a small percentage of the funds they generated in exchange for services rendered.    

This program, designed to transform the sentences of non-violent criminals from jail time to indentured servitude was initially ill-received by the general public.  The Federation Government viewed the program as too "akin to slavery" while the House of Duval voiced concerns that Sirius was seeking to weaken the Imperial slave trade with even cheaper, temporary labor.  Both the Federation government and the Imperial Royal Family agreed that the controversial I.S.T.I. Module (Interstellar Ship Tracking Intelligence) implemented in all Sirius Vessels operated by SARP pilots, was a malicious overreach of power by Sirius Corp.  To prevent tampering, the I.S.T.I. module was designed to disable all modules of a vessel at the first sign of unauthorized access.  Galactic citizens from all factions united in outcry over the use of the device, as many families feared that the I.S.T.I. module could leave their loved ones trapped in a defenseless vessel with no life support.  These concerns were voiced so persistently, that they were even recorded in the lease contract of Rattison's servitude vessel [see below]:

Having been found guilty of crimes against the Galactic Federation, Rik Rattison has been sentenced to 20 Years of Service in the Federation Navy.  The space vessel "SS Widow's Son"--Asp Explorer (I.D. H1RAM) has been commissioned to serve as the instrument of the sentence, and will be relinquished to the aforementioned as payment for service upon the completion of the sentence term.

The vessel has been fitted with a special I.S.T.I. Module (Interstellar Ship Tracking Intelligence), which was fully integrated into the standard issue Federal Control Terminal.  Any form of tampering would result in the immediate shutdown of all ship modules and simultaneously be reported to all Federal Navy and Police Vessels in every sector.

This case is notable as being both quite lenient for the crimes committed against the Federation, and at the same time, infamously harsh.  Rattison was found in possession of and unregistered Type-6 Transporter, heavily modified for smuggling.  Also in his possession at time of arrest was over 200 humans, shackled, in poor condition, presumably with the intent to sell into slavery.  Slavery is a heinous crime in all Federation space.  The fact that Rattison was allowed to avoid a Federal Prison Sentence left many citizens and civil servants in uproar.  This was offset by the human rights outcries from those opposed to the controversial tampering system implemented on the tracking system.  Many found the possibility of all ship modules shutting down (including life support) to be especially harsh, since the charges for being an Accessory to illegal slavery were dropped after the plea deal was accepted.

In 3305, Rattison was prematurely freed from his servitude contract after successfully buying it out with his proceeds.  His success story made headlines throughout the galaxy, effectively solidifying the SARP program as legitimate alternative for non-violent criminals in civilized space.  Sirius Corporation maintains that results may vary, and that Rattison's experience with the program was non-typical due to his unworldly dedication to 'the labor grind'.
