Every commander starts out with one, and CMDR BNSF1995 is no exception. Once he was able to afford an Eagle, though, he completely abandoned the ship, allowing it to collect dust and not even letting station crews maintain it. To him, it's useless and weak, which is probably why he loves targeting wanted Sidewinders when hunting for lawbreakers.
Nowadays, this Sidewinder is kept mainly for insurance purposes, as well as scavenging parts shared with the Viper MkIII when a station doesn't have the part he needs (by parts, I mean things like parts for modules, not modules themselves).
