Disturbing transmission

During my visit to Maia I have encountered a listening post orbiting the planet A1. This is what I got in scan:

This sounds enigmatic and disturbing to me. But the message contains not enough information to determine where it happened.
Maybe I will found more information on this matter in the future, we'll see.
