Battle cruisers in Merope

As is now well known, the Federation has stationed a battle cruiser in Merope. This is an interesting and somewhat ominous move given the lack of any obvious threat.Are they preparing for an alien invasion of some kind? Do they know something we don't?
Or are they merely acting preemptively to protect these artifacts from the Empire? There is a history of those two powers going to war over the Empire's careless handling of alien artifacts.
