The Civil Defense Squadron was established on 23 JUL 3304 by CMDR NewkTV, Admiral of the 3rd Fleet. In the month of August, he was going to make his initial visit to Stepping Stone Base, a civilian outpost located in HIP 8396. Thanks to some intel gathered by The Dark Pit Task Force, there were rumors circulating that The Black Hand (An Independent Anarchy) was planning on attacking the Admiral's welcoming convoy. In a last-ditch effort to prepare the fleet, CMDR NewkTV signed the order to establish a Civil Defense Squadron. Whether the rumors were true or not, his life was in jeopardy and he would only accept The Forgotten's best pilots to escort him into the foreign airspace. In the coming week, Pilot Evaluation Reports (PERs) were then examined. They needed to find the most experienced pilot to take Head of The Civil Defense Squadron. Finally, after the sixth group of candidates were evaluated and rigorously tested... only one pilot displayed the required marks to take the rightful position, CMDR CrazyDavidRain.

They went forward and devastated The Empire when they took out their last Majestic Class Interdictor, INV Bermuda. Upon the Empire's final retreat, CMDR CrazyDavidRain single handedly destroyed 26 Empire Fighters. His unrelentless devotion to the Pilot's Federation earned him The Black Valor upon battle evaluation. With great honor to himself and his home system, he is the only surviving pilot to be awarded the Black Valor and live to display the honor upon his uniform.

CMDR CrazyDavidRain was approved as Head of The Civil Defense Squadron by CMDR NewkTV on 28 JUL 3304. That following week, the Admiral was safely escorted to Stepping Stone Base, where The Forgotten Initiative successfully gained approval from The Sirius Corporation to campaign an Independent minor faction in the region.
