What's up with the need for a permit.

So I was finishing up mining and I went to set Peregrina as my destination when the computer said I needed a permit to travel to that system. Had I known that ahead of time, I wouldn't have been mining in the system I selected. So a quick bit of research and I was able to find a different system to sell my cargo.So what's up with needing permits? Do these people think they are so special that they won't let others come to their system or are they just paranoid about all the thieves and bandits flying around. Well, thankfully I've been able to do some work for them and I am slowly making progress toward gaining the permit.
I'm sure there are other systems out there that require permits so I'm going to have to learn to live with it.
