Roadblock to the Loop

As I made my way nearer to Barnard's Loop, I found this strange region of systems that are shown to be permit restricted by someone. After spending some time looking through my Galaxy Map, it seems to be the entire Col 70 Sector is locked off!The sector is far too wide to jump through, so my options are limited to going around it one way or another. Heading back towards the bubble is an enticing option, but that ends my expedition before I would like. Pulling a hard right to go around could extend my trip far longer than I would like. I didn't have the heart to investigate how deep this apparent cone of locked systems is.
The only true option seems to be going over the restricted region like a massive mountain in space.
I do have very fond memories of climbing mountains on Earth with Mom and Dad, when I was little. Perhaps one more mountain climb wouldn't hurt?
My planet scanning skills are improving. I've figured out how to scan gas giants with rings without having to fly around the sodding things.
