Emerald Repatriation Society: Annoying Complications (pt4)

(<--Pt3)Transport of refugees from Imperial Solace to the surface of Emerald needs to be increased dramatically. With the Imperial Solace leaving orbit above Emerald and the relocating closer to the front, I have suggested that we at least triple the number of transports to the surface in order to get as many people settled planet-side as possible before the ship departs. We still have no idea where the Imperial Solace will go, meaning that we cannot pre-stage the transport contractors. Octavia's government contacts have been of no help determining the new locations, and the usually talkative admin coordinators in the Pilot Fed are saying nothing.
I've already told Octavia this will cost us more money. Most of the contractors bringing people from the megaships to Emerald are risk averse pilots. In-system transport is what these glorified chauffeurs and taxi services are comfortable with. Convincing them to get closer to the front lines will require more money and probably contract renegotiations. I don't foresee any issue with the pilots bringing people from damaged stations to the megaships. If anything, they'll end up making more money since the megaships will be closer and they can make more rescue runs in the same amount of time.
I'm not confident the Pilot Fed's decision to move operations closer to the Thargoids is a good one. I don't think this just because it will increase our costs, but because I've seen how the Thargoids operate. Like ghosts, they appear without warning from nowhere. Once the megaships are closer to the front, what is to stop the Thargoids from materializing near one of the ships, turning it into scrap, and taking away thousands of prisoners for whatever they are doing to captives on their titans?
