OVERVIEW
War between several system factions in Tjiwang has placed the Emerald Dawn, its mission, and its civilian passengers in imminent danger.
Rescue and repair operations have been severely impacted by conflicts between several factions as well as civil unrest within the Tjiwang system. Open warfare between the factions has led to reduced security within Tjiwang and heightened levels of mistrust, leading to an incident where a civilian rescue vessel carrying 100 individuals fleeing the Thargoids to the Emerald Dawn was mistakenly attacked by one of the warring factions. There were no fatalities, but two dozen individuals were treated for injuries.
Torval’s Shield security forces are overwhelmed, cannot contain the conflicts, and can no longer guarantee the agreed upon levels of protection to the Emerald Dawn.
Three combat carriers have entered the system and are conducting aggressive operations against the system authority, Natural Tjiwang Autocracy (NTA). Constant skirmishes in orbit above Tjiwang 1 have made it dangerous to approach Black Dock, the system’s primary starport. Ground battles rage in over half of the system's terrestrial settlements.
Emerald Dawn has taken in 3,200 civilians fleeing combat zones within the system. It is projected that up to another 5,000 may request refuge in the next week.
NTA is overwhelmed by superior forces and requested combat assistance from the Emerald Dawn. All combat requests are refused. The Emerald Dawn will not risk the lives of the 25,300 civilian rescuees on board by choosing sides in any of the conflicts. Orders have been issued to all Emerald Dawn AX and security flights to not aid in any combat. Neither will the Emerald Dawn grant landing permission for any combatant.
However, in accordance with Article 34, Section 2 of the Interstellar Accords, Emerald Dawn will act as a neutral rescue party and recover any ejected escape pods which will then be turned over to the Rescue Rangers.
RECOMMENDATIONS
- Emerald Dawn is currently in orbit above Tjiwang 1 and in close proximity to the fighting around Black Dock. If the heightened levels of combat activity continue, Emerald Dawn should relocate to another system since the entire Tjiwang system is in a state of war.
- Emerald Dawn should continue to accept refugees fleeing combat zones within Tjiwang. Current passenger capacity is at 50%.
- Emerald Dawn should maintain equipment necessary to refit AX and Security flights so that they may be outfitted for either AX combat or escort duty as required.
