I ended up "Wanted" in an Anarchy system.

So, I am sure most of you know already that there is no punishment for crimes committed in an Anarchy system, right?Well, it seems I ended up "Wanted" in an Anarchy system yesterday after ramming an Adjuster to death for defecting to Aisling Duval. He never tried to attack me in the first place. His first words while traveling in supercruise were; "I spy with my little eye, something that starts with a 'T'. I see you traitor!". So after seeing that in the chat, I decided to slow down so he can interdict me, but nope! That never happened. He was simply following me, twitching around in the bottom-left side of the radar thingy. So I decided to jump out of supercruise and wait for him. He eventually dropped in with me but then he was just sitting there without moving an inch. I don't know what he was doing, maybe he was crapping his pants once he realized he was chasing after a much large ship than himself.
Anyway! So I decided to ram him to death since he was in a Cobra MkIII and I was in a Federal Corvette. At the moment of his death, I received a bounty for murdering him which I didn't know it could be done actually because I destroyed other ships the same way before without being wanted. So I don't know what's going on there. At first I didn't realized I was in an Anarchy system so I thought; "Well crap.. now I am wanted and I got business in that system. This is going to make things difficult for me around here."
So I carried on with my business anyway, landed on a planet or... actually I tried until I was being scanned then shot at by the authority ships. I was playing in open by the way and I could see that player flying a Diamondback Explorer on the radar just standing there, watching me get shot at by the local cops. Pretty sure this person thought I would come after them next. I hope not.
I decided to fight them back a bit because they were really getting on my nerves. I destroyed a few of them before moving out then moved back in the area and finally managed to land safely this time to complete my mission. After the mission was over, I returned to the system where I picked the mission then I received a broadcast saying that the server would be down for maintenance so I logged out. After an hour, I launched the game and resumed my tasks. I didn't noticed the wanted tag or anything until I return in the same system where I was wanted and I realized then that it was an Anarchy system. So after seeing that I was like; "Wait a minute, I thought we can't be wanted in an Anarchy system?
"So to my conclusion, the game cycle was changed earlier this morning which probably means that the background sim for this system changed as well. It was probably not an Anarchy system until after the cycle change which could explain why I am wanted in an Anarchy system.
