Parhelion Regulations / (CA) Criminal Activities

Article I
Commanders under the registration of the Pilots Federation are to be sentenced or punished by a standardized procedure when conducting criminal activities or operating maliciously on Imperial or as by the Emperor appointed parts of space that extend as far as the influence of their acts that are relevant to any negative consequence.
Non-registered commanders or pilots are to be punished by a different procedure which the local controlling faction finds fitting, which may include a kill-on-sight procedure if the subject has been scanned previously regardless of other load which they carry.

Article II
A commander performing any act of aggression that is immediate or greatly part of a potential to cause a stellar or interstellar war shall be tried at the Imperial court on Achenar 6d, the Capitol. A definite war by the definition of its proportion that is stellar or interstellar for at least 3 systems can only be declared by the Emperor himself. Other wars of a lower magnitude may be decided over by the local governments.

Article III
The use of violence by the system's defense forces or Advanced Tactical Response (ATR) units is initially excepted from punishment regulations and is obligated to follow the local lawful policy. For ATR in Imperial space, only the Omega Company is authorized to deploy and use their forces.
For protection of the local system defense forces, ATR must effectively use Stonewall Jammers which prevent new crimes from being repeatedly reported to the local authorities.

Article IV
A commander's own use of force is legal from the point where force is used against them, being: particles or projectiles with any one-dimensional size up to 200 meters that exceed a speed of 100 m/s that are noticeable damaging or intended to damage the ship's shields or hull; or other ways of intended origin that inflict hull or module damage.

Article V
The Empire shall blacklist commanders who repeatedly do not abide the Imperial Law to the degree of a notoriety count of 7 or more per calendar month over the course of at least 6 months that only resets after an average notoriety of 4 or lower, uninterrupted by a higher notoriety for the upcoming 6 months. Background-designated bounties shall range from a minimum of 75.000.000 Credits up to the maximum of 12.000.000.000 Credits.

Article VI
Parhelion Regulations apply aside interstellar Imperial Law and do apply to Senators, Heads of state or other by Imperial order appointed VIPs.
The Parhelion Regulator only implements the CA chapter if the space of the party to which the Parhelion is property is significantly threatened.
