Parhelion Regulations / (EC) Exploration Commitment

Article IExploration starts when exiting the bubble. Exploration stops at systems outside the bubble (or upon returning in the bubble) where there are services available on stations that are not carriers. Systems with stations which are not a safe-house for exploration data or exobiology data are still considered to be exploration space. Once a commander starts by the previous explanation of exploring, all Parhelion Regulations with the exception of the EC and ES chapters are not valid.
Article II
Upon entry in a new system of which the system map is not personally available, the explorer must perform a discovery scan followed by a full system scan (FSS).
Article III
If a system has 2 or more water worlds at star A, the explorer must detail-scan them both. If a system has 3 water worlds, but 2 or more are not at star A, the explorer does not have to detail-scan any. If a system has 3 or more water worlds and at least 2 are at star A, the explorer must detail-scan all of them.
Article IV
If a system scan has 1 or more earth-like worlds, the explorer must detail-scan each of them.
Article V
If a system has 2 or more ammonia worlds at star A, the explorer must detail-scan them both. If a system has 2 ammonia worlds, but 1 or more are not at star A, the explorer does not have to detail-scan any. If a system has 3 or more ammonia worlds and at least 1 is at star A, the explorer must detail-scan all of them.
Article VI
If a system has any celestial body which has any indications of (visual) rarity, that specific body must be detail-scanned.
Article VII
If a system has more than 80 celestial bodies, every single one of them must be scanned with the detailed surface scanner.
Article VIII
If a system has one celestial body at star A with 5 or more biological signals, the explorer must detail-scan that body and determine to proceed to landing in order to collect the bio data. The ES chapter is hereby applicable.
Article IX
If a system has multiple celestial bodies at any star with 5 or more biological signals, the explorer must detail-scan each of them and determine to proceed to landing in order to collect the bio data. The ES chapter is hereby applicable.
Article X
Any event or visual effect that is encountered must be bookmarked for possible further research or be reported to tourism organizations.
Article XI
Exploration data should be handled with extreme care and can be considered as extremely valuable due to the risk of loss and "typical value" (meaning the value of what the data contains and not what it is worth).
Article XII
Parhelion Regulations apply aside interstellar Imperial Law and and as for the EC chapter, it cannot be included for regulation within the bubble or within Article I mentioned definitions.
The Parhelion Regulator cannot implement the EC chapter.
