Parhelion Regulations / (ES) Exobiology Sampling

Article IExobiology only includes the activity of collecting bio data in sets of 3 at least once on a planet that a commander can land and walk on.
The ES chapter extends from the conditions mentioned in the EC chapter.
Article II
If a system has one celestial body at star A with 5 or more biological signals, the explorer must detail-scan that body and determine to proceed to landing in order to collect the bio data.
Article III
If a system has multiple celestial bodies at any star with 5 or more biological signals, the explorer must detail-scan each of them and determine to proceed to landing in order to collect the bio data.
Article IV
During the search for biological collectible items or structures, the explorer may consider to ignore signals of which it is clear that the (standard) value is below 1.500.000 Credits. It should be noted that there's an exception for signals which are visually likely to be rare. It is advised to determine the proceedings to scan based on the Vista Genomics Price List from Cannon Research.
Article V
When there are expectations of the collected value exceeding a standard value (meaning not taking into account the increased value from the first-discovered multiplier) of 1.000.000.000 Credits, the explorer should plot directions to the nearest selling location unless the initial destination is part of achieving an originally planned milestone.
Article VI
As part of the Codex collection and exploration terms, (bio-)signals in space or otherwise not attached to celestial bodies must always be scanned.
Article VII
When the activities of collecting exobiology data become unreasonably dangerous or when the time of those activities take uncomfortably much time, the explorer may excuse himself of these regulations and proceed further. They may then also take into account the value of either exploration or exobiology data which itself becomes a risk having it stored.
Article VIII
Exobiology data should be handled with extreme care and can be considered as extremely valuable due to the risk of loss and "absolute value" (meaning the value of what the data is worth and not what it contains). It should also be considered to be more valuable than "basic" exploration data.
Article IX
Parhelion Regulations apply aside interstellar Imperial Law and and as for the ES chapter, it can only be included for regulation within the bubble or within the Parhelion Regulations EC chapter - Article I mentioned definitions.
The Parhelion Regulator can only implement the ES chapter when the relating activities are within systems which offer services available on stations that are not carriers.
