Article INot squadrons, factions, clans, powers, companies or in other terms identifiable groups, an agency consists out of commanders who pursue a common/teamwise purpose.
Article II
Founding an agency in compliance with the Parhelion Statutes and Regulations is for any commander his or her right, also to invoke the relations and liberties which come forth out of the elite constitutions regarding non-egalitarian societies. The requirements for any commander establishing an agency lists at least a wealth of 1.000.000.000 Credits and one Pilots Federation ranking of Elite or higher. The main activities or purpose if the founded agency must then be related to the ranking that was required to found it. Multiple activities or purposes can be designated to the agency if the owner himself has achieved them. A declaration of agency existence will be written and signed by the agency owner and the Parhelion Regulator.
Article III
Participants of an agency should require the minimum function as described in a disciplinary policy of that specific agency. They can be dismissed of their participation if the owner finds that the commander/participant does no longer meet the minimum required function or if that function is strengthened to harder demands which initially could not be met by the participant.
Article IV
An agency can be funded ranging from 40.000.000 - 120.000.000 Credits per participating commander each year if the Parhelion Regulator finds their actions commonly beneficial. This accounts for the collection of all agencies registered by the Parhelion Secret Services and the fund could be denied if an agency does not fit for the common interests.
Article V
An agency must prove their subsistence. This typically ranges from practical training or exercise in combat, to theoretical training in exploration, trading or activities which can be ranked by the Pilots Federation. The training or exercise must correctly aim for existing participating commanders to achieve Elite ranking(s).
Article VI
Secret agencies can be established by correspondence with the Parhelion Regulator and its Secret Services. Both establishment and further existence of a secret agency must remain a secret. The applicable requirements for the establishment will not be openly provided.
Article VII
Parhelion can dissolve or fine an agency if that agency conducted or performed dangerously or unwisely related to the common interests.
Article VIII
Parhelion Regulations apply aside interstellar Imperial Law. However, agencies can be required to cooperate with Imperial authorities if the agency operates in Imperial space. If the agency operates as a secret agency, no external regulations apply.
The Parhelion Regulator always implements the AE chapter unless the activities of an agency require Parhelion Regulations to not apply.
