The Horaltic Phoenix, named so for their desire to bring society back "from the ashes", and spread the wings of humanity beyond the currently colonized systems. They are firm believers in bringing human society beyond what it is capable of in the current environment of superpower squabbling. The many perceived problems with said environment lead them to taking a particularly authoritarian approach to the matter, in part thanks to their conditioning as Empire natives.
