Labelled as interstellar heroes—who selflessly saved star systems from humanitarian crises—by some, while condemned as bloodthirsty terrorists—deposing and replacing governments and institutions, through oftentimes extreme methods—by others, and everything in between and beyond.
Little is known about the inner workings or motivations about the group as a whole, as the group's leadership rarely makes public statements, and undercover agents and journalists sent to infiltrate the group have a notoriously low success rate in obtaining viable insight, usually being identified and fed false information, or worse.
At first glance, a mercenary brotherhood would be the most likely conclusion to draw, as to what the group actually represents. Their members seemingly vary in personal allegiances, careers, expertise, personality, and overall intent, as does the average member of a truly democratic society, from the next.
But this is, more often than not, severely contrasted by highly organized multi-part operations that would ultimately serve to harm the group's financial bottom line, and also do very little in the way of spreading public acclaim. If these are examples of fractured, independent hierarchical works, within the group as a whole, cannot be accurately said at this time, although many have speculated.
On one of the few occasions that an Excisioner official—Jayled Emerciel, known under his Pilots' Federation alias, Commander McJayEmCee, who is believed to be a high-ranking member of the group—has given a public statement, he had this to say:
"Independence becomes more obscure, day by day. Our perception of it, the truth of it, and the proper execution of it. We have borders and flags, allegiances and interests. And while we vocalize one, we give way to something else entirely. This is where the Chimeran Excisioners are called into action. We disentangle abhorrent beasts, cleaving the separate heads of the Chimera that is our amalgamated home in the cosmos, away from the others with which they do not naturally belong."
