Overview

The Grey Council (TGC - Previously known as AOPAC: Advocates of Peace & Cooperation) is a politically independent group that tries to promote peace and cooperation through example. The intent is to promote peaceful co-existence of it's members and associate groups and to support collaborative operations (both peaceful and in some cases not). The group itself will not support either side in the case of in-fighting between members/associated groups but if requested to do so it would help to arbitrate peaceful negotiations between aggrieved parties.  While politically independent as a group we do not enforce our members to maintain their political neutrality but request that they respect the views of other members and associate groups and try to co-operate with them in matters where their views are not in direct conflict.

Philosophy

Due to the nature of the group we do require our members and affiliate groups adhere to the following basic philosophy:-
  1. Not to engage in (nor support) acts of direct aggression against other TGC members nor the members of affiliated groups (exceptions: where two groups affiliated with TGC are formally at war with each other or where a formal declaration of vendetta exists between two TGC members).
  2. Not to engage in (nor support) acts of Terrorism or Blockades.
  3. Not to engage in (nor support) acts of Murder or Piracy not sanctioned by one of the major powers.
  4. Try to adhere to all local laws where possible - this is more of a guideline than a hard rule.
We do not have a hierarchy as such and where matters regarding breaches of our philosophy arise members may be expelled subject to a closed review of available evidence. A blind vote from the membership may be called when guilt is in dispute. In all cases, both the accused and the aggrieved parties will have an opportunity to make their case and review any evidence whether a member of TGC or not. Affiliates and their members are not expected to be subject to TGC proceedings however should there be repeated concerns raised against members of affiliated groups their affiliation status will be re-assessed.  TGC members and affiliate groups may be asked by other members or affiliate to participate in collaborative operations on occasion but direct participation is not compulsory. However, it is a requirement that non-participating members and affiliated groups do not hinder or otherwise jeopardise those operations even if they personally disagree with the activity. Collaborative operations organised through TGC may not breach the basic fundamental philosophy of the group.
