As a society The Masterless Accord, is founded by ex-slaves and others disenfranchised by authority, who believe that the galaxy is plenty big, and bountiful enough for all to seek a thriving, and sustainable life, without the need for rulers, and tyrants, and masters to dictate terms.
Rather than enforcing rules that make societal participation compulsory, the cooperative provides for its society on basic levels, to allow the individual to grow and learn the values of cooperation and symbiosis with those around them. Hunger, health, and education are cared for, out of mutual cooperation, driven by the enlightenment that cooperation raises us all, allowing the individual to better themselves, and without an authority telling them how that should be done.
Those who live within the agreements of the accords, generally practice humanism, and the disciplines of reason, and skill. If you wish to become a bread maker you are not inhibited to do so by liscenses and fees, and authorities who would tell you which way is best. Rather, you are given the access to the free knowledge, that all have access to, to learn, and succeed or fail. Failure is not the end of pursuit, as there are hundreds of thousands of pursuits you are welcome and provided for to consider. As individuals become strong, they are free to take those skills away anywhere in the galaxy, as citizenship is not mandatory. But many, finding advantage in the freedom, choose instead to stay and cooperate. The benefits of the society are attractive enough, that no one need be forced into anything. You become your own master of yourself. Service to others, is not driven by bludgeon, but driven by personal growth.
Those who do not wish to follow this lifestyle are not exiled or persecuted or considered apostate, rather they are encouraged, and given blessing to find what they seek.
The Masterless Accord is less a government, and more a shared understanding. Life governed by a common mindset. Generally peaceful, and non-hostile in principle, but the galaxy is at times, harsh. Diplomatically speaking, the Accord, never seeks to impede other lifestyles, however if attacked, The Peacekeepers of the Ronin Navy, are ready to maintain peace, by force as a last resort. Because of the well developed skills of Diplomacy, this is rare. So the Ronin can often be seen carrying out freelance work around the galaxy, often assisting other factions, which align with humanistic values. Make the galaxy a little nicer, and hone their various skills in the process.
