RYDER ROLES AND RESPONSIBILITIES
RYDER OFFICERS' CODES OF CONDUCTAll Officers of the Ryders of the Void Royal Navy shall behave in accordance with the following rules:
1) All Officers of the Royal Navy shall comply with directives issued by the Minister of Defense, the Secretary of the Navy, and the Commandant of the Marines.
2) Officers are forbidden to injure their subordinates by tyrannical or capricious conduct, or by abusive language.
3) Officers are required to show in themselves a good example of virtue, honor, patriotism and subordination; to be vigilant in inspecting the conduct of all persons who are placed under their command; to guard against and suppress all dissolute and immoral practices, and to correct all persons who are guilty of them.
4) Officers are required to obey readily and strictly, and to execute promptly, the lawful orders of their superiors.
5) The delegation of authority and the issuance of orders and instructions by an Officer shall not relieve such person from any responsibility imposed upon him or her.
6) A Deputy who succeeds to command during the absence of the commanding officer has the same authority and responsibility as the Officer whom he or she succeeds.
7) A Deputy who succeeds to command during the absence of the commanding officer shall make no changes in the existing organization and shall endeavor to have the affairs of the command carried on in the usual manner.
8) When in foreign ports, Officers shall respect local laws, customs, ceremonies, and regulations; display courtesy and moderation; and cultivate a feeling of good will and mutual respect.
DEFINITION AND FUNCTIONS OF THE ROTV OFFICERS
Supreme Commander (SUPCOM) - The SUPCOM is the Faction leader. He is Regent and leads the Ryders in the Monarch's absence. Input is accepted from officers, but final decisions rest with the SUPCOM. As the Faction's single conduit and direct adviser to the Monarchy, the SUPCOM's word is law.
Vice Commander (VCECOM) - The VCECOM assists the SUPCOM by organizing the Ministers and Deputies. In the SUPCOM's absence, the VCECOM leads the Faction. The VCECOM also serves as the official Historian of the Monarchy.
Minister of Foreign Affairs (MNSTFA) - The MNSTFA advises the SUPCOM and VCECOM on all diplomatic options and activities. The position is appointed by the SUPCOM and VCECOM. The MNSTFA conducts diplomatic functions on behalf of the Faction and, when diplomacy fails, he works with the Ministry of Defense to develop more direct solutions. For intelligence missions, the MNSTFA relies on the Combatant Commander (CCMD) of the relevant Area of Responsibility (AoR) to assist with collection, influence, and subversion activities. The MNSTFA provides information cables within their respective forum.
Minister of Commerce (MNSTCOM) - The MNSTCOM advises the SUPCOM, VCECOM, and entire Faction on commercial opportunities. The position is appointed by the SUPCOM and the VCECOM. The MNSTCOM conducts analyses on System states and market conditions in order to determine how they may be influenced. The MNSTCOM works with the Ministry of Defense to perform evaluations, resource acquisition, pirate interdiction, and trade missions. The MNSTCOM provides information cables within their respective forum.
Minister of Science and Technology (MNSTST) - The MNSTST advises the SUPCOM, VCECOM, and entire Faction on scientific breakthroughs and fundamental mechanics discovered throughout the galaxy. The position is appointed by the SUPCOM and VCECOM. The MNSTST stays apprised of all technological advances, stellar discoveries, galactic lore, and xenological research. The MNSTST works with the Ministry of Defense to perform scientific evaluations, deep space sorties, and flight tests. The MNSTST provides information cables within their respective forum.
Minister of Defense (MNSTDEF) - The MNSTDEF advises the SUPCOM and VCECOM on all military options and activities. The position is appointed by the SUPCOM and VCECOM. The MNSTDEF appoints the Secretaries of Navy and Marines and the Combatant Commanders. The MNSTDEF provides operation orders within their respective forum and within the Missions tool of the Inara command and control system.
Secretary of the Navy (SECNAV) - The SECNAV keeps record of all ROTV vessels available to the Faction. Vessels are identified by function (e.g., combat, cargo, etc.) and Commanders are encouraged to maintain their ship availability. The SECNAV provides official ROTV callsigns and master tail numbers to new pilots and ensures that pilots adhere to Defense Ministry directives.
Secretary of the Marines (SECMAR) - The SECMAR keeps record of all Commanders capable of ground support (e.g., planetary expeditions, orbital boarding). The SECMAR provides official ROTV callsigns and master tail numbers to new pilots and ensures that pilots adhere to Defense Ministry directives.
Combatant Commanders (CCMD) - CCMDs have specific regions of space that they are assigned to. These Areas of Responsibility (AoR) include Systems influenced by ROTV (Central Command; CENTCOM), the Federation (Federal Command; FEDCOM), the Empire (Empire Command; EMPCOM), the Alliance (Alliance Command; ALLCOM), the Independent Powers (Independent Command; INDCOM), the Thargoid threat (Xeno Command; XENOCOM) and all other systems having no Power presence (VOIDCOM). CCMDs are responsible for knowing the status of their respective Powers and the pros/cons of affiliation with them. They will also monitor their Powers' influence on star systems within 20ly of ROTV systems and provide recommendations to the MNSTDEF, SECNAV, and SECMAR. When MNSTFA, MNSTCOM, or MNSTST have a need to utilize Royal Navy resources, the respective CCMD will provide the required capability by assigning Wing Commanders to the endeavor.
Wing Commanders (WCMD) - WCMDs are both static and ad hoc positions that form when any group of CMDRs form a wing. The individual who takes the WCMD position is responsible for monitoring the health of the wing, knowing the separation between craft, and ordering wing-wide commands. Wings are typically named after the WCMD (e.g., "Bones Wing" or "ARES Wing" ) with the WCMD being referred to as "Actual" (e.g., "Bones Actual" or "ARES Actual" ).
Governors - Members may be awarded with governorship of a system for performing a significant achievement for the Ryders. There are no specific tasks associated with Governorships as the role is intended as a reward for specific actions. The Governor is welcome (but not required) to provide information on their system to the Inara command and control system. Governorships are limited to ranks below Admiral unless the individual was awarded the title prior to promotion to Admiral or Fleet Admiral.
Legates - A Legate is identical to a Governor, but acts as the principal ambassador for systems where ROTV is not the controlling faction and only owns an embassy.
Wardens - Members may be appointed Wardens of a system for keeping the official statistics updated for their respective system within the Inara command and control system. The systems detailed within the Ryder Faction Report should be updated by their respective Wardens at a minimum of every 48 hours. This includes updating Star data (Government, Allegiance, Population, Security), Faction data (Name, State, Influence), and Station data (Government, Allegiance, Minor Faction). Wardens are responsible for communicating changes in their system's security to their respective CCMD. Multiple Wardens may be assigned to a system.
Justiciars - Members may be appointed Justiciars for researching new squires to ensure the security of ROTV.
