The Spearhead Charter
The document written below is the abstract of the order in which the Alliance's Council of Admirals declared the creation of Spearhead Charter. At the time, the name of the faction was undetermined, however the name of the order "The Spearhead Charter" (chosen due to the nature of the group to strike out on two fronts, both to unite the worlds of the Vestige into a military powerhouse and to prevent Thargoid attacks) resonated with the leaders of the fleet, who soon became known as Spearhead Command. As the group retook the Vestige, Spearhead Charter became a more general name, referring not only to the elite forces but also to the interstellar nation, the system security, and the political entity. This document legitimised the Commodore's claim to the Vestige, previously only a legal claim within the Empire, and gave support for this group over other Alliance factions in the area, considered weak compared to the potential might that could be generated by the rebirth of the Vestige. Now the region is referred to under many names, predominantly the Vestige or the Charter, with other (more "official) names such as the Worlds of the Charter, the Former Worlds of the Vestige and more falling into disuse.The Spearhead Charter: Council of Admirals Order 11.01.3304
The Council of Admirals hereby declares the legal commission of a new military faction, by a name yet to be decided. This faction will be under the initial leadership of Jakken Eardley who will assume leadership of the systems once denied from the Alliance of Independent Systems by the Imperial Vestige.
This faction will be instated to provide a military force to be used by the Alliance in the eventuality that the alien race known as the Thargoids is declared an enemy of the Alliance. It may expand by any reasonable, necessary means into neighbouring systems unless protection is decreed by the Alliance Assembly or Council of Admirals; the faction in question must petition this Council before expansion is permitted.
Jakken Eardley will use his de jure claim to the system in question (under the former Imperial Vestige) to gain the support of the populace. Taking the position of High Lord will control his domain as he sees fit, provided the political structure maintains membership of the Alliance of Independent Systems under the conditions laid out in this document. On establishment of a foothold, vessels from the Alliance Defence Force will be directed to the system, until such a time that the system may provide its own defence fleet.
The domain of High Lord Jakken of House Eardley will be a member state of the Alliance of Independent Systems, with the following exceptions: [1] the faction’s fleet will be under no obligation to answer calls to arms from the Council of Admirals, unless war is declared on the alien race known as the Thargoids. [2] the faction will rule itself with full autonomy, receiving exemption from all laws passed by the Alliance Assembly if it so wishes, though remains bound by the rules defined in this document.
If the conditions of this charter are broken, the faction will be declared an enemy of the Alliance, with absolute sanctions placed on all systems controlled by said faction. It will lose any prior immunity to illegal actions and be held accountable for previous acts. Legal possession of the relevant systems will be transferred to a suitable faction within the Alliance of Independent Systems, to be determined in this eventuality by the Council of Admirals.
