Once control of the system is achieved, Spearhead Charter will remain an independent member state of the Alliance, with total autonomy, provided it resurrects the military prowess of the Imperial Vestige, and prepares for conflict with the Thargoid armada (defensive or pre-emptive).

House Eardley plans to make significant changes from the Vestige’s social structure:

• A democratic socialist structure will be instated, in which all members of the society are free to pursue any path, with those unable to provide for themselves provided for by the state, building them up to contribute to the economy of the system.
• All members of the society hold an equal vote.
• House Eardley requests: (1) An honorary High Lord’s seat on the ruling council, with a vote breaking ties, (2) The symbolic title of High Lord of the Vestige, with succession determined on an Elective Leadership basis, and no additional funding besides that required to maintain the Throne Room and associated apartments, and that (3) Spearhead Charter will operate as the controlling faction, providing policing and any expansion forces called for by the system’s people in addition to their other duties. 
• They expect their people to be supportive of the changes after years of oppression.
• Whilst Spearhead Charter would control the system as a member system of the Alliance, significant Imperial ideals and culture would remain in place due to the heritage from the Imperial Vestige.
• The abolition of all forms of slavery, including Imperial Slavery.

A House-based structure will be predominant:

• Houses consist of smaller Families, with the Representative of each House holding a seat on the System Council.
• Societies of smaller Families, or estranged individuals, may form with the same rights as Houses (a Representative holds a seat on the System Council).
• Each member of a House or Society votes to decide how the Representative must vote on the System Council.
• On conquest of other systems, a similar structure is established for each, with a Lord who has a vote on the System Council, breaking ties.
• The High Lord holds the Lord position in the capital system of Manktas.
• The Lords meet in a Lords’ Council, in which Lords vote as their systems have voted, with the High Lord breaking ties.
• All meetings of any council must by law be available for viewing by all members of the populace, such that no House/Society representative or Lord could misrepresent the will of their subjects.
• Houses may continue to vote on all matters even if not residing within the system, provided they pay taxes as if they were present. This allows the culture to spread.

A note on the Elective Leadership: For the Lord, the system votes between eligible (regardless of gender) familial heirs. A vote of no confidence in the Leading House could trigger transfer of titles to another family or branch of the family, or dispersion of the structure entirely. The case is the same for House/Society Representatives (the House/Society votes), and for High Lord (the other Lords vote as their subjects vote). The Lord’s council can vote for no confidence in another Lord/High Lord.
