AIC Codex of Law
Article 1, Section A:Actions taken by the Allied Imperial Coalition (henceforth AIC or Coalition) must be in the interests of the Alliance, the Empire or not be directly harmful to either superpower. This is the core tenet of the Coalition and must guide all actions.
Section A(i):
Actions that are considered harmful involving Powerplay include undermining at a control system belonging to either Superpower or raising the fortification triggers for an Alliance or Imperial control system through BGS action. Such actions should not be undertaken unless the leadership of the affected power requests or find the action acceptable. Also regarding BGS, in a faction aligned with either Superpower intentionally reducing economic or security states should be avoided as well as purposefully inducing other negative states (Pirate Attack, Outbreak, Blight etc).
Article 1, Section B
Should either superpower request help of the AIC in any matter, the AIC will be required to assist within reason. Exclusions can be made if one superpower is acting against the other's interests, or even if AIC leadership deems the action to be against the interests of the power taking the action.
Article 2, Section A:
The AIC must always be commanded or ruled by one Alliance Chancellor & one Imperial Chancellor, thus ensuring no one side has full control. Should there be one role empty an election must be held at the first opportunity to decide a new Chancellor for whichever group is without a leader.
Section B:
During an election within the AIC, only those who sign up and are registered on Inara may have their votes counted to ensure all votes are from verified members of the Coalition. Signing up to the Inara wing thus grants the right to vote in elections.
Section C:
Exceptions to this can be made to the regulation laid out in 2B if an individual has made very significant contributions to the Coalition, these exceptions will be decided on a case by case basis and the decision to allow a non-full member to vote is not to be taken lightly. The right to vote for non-full members will be valid until the next election. Once their vote is cast they must reconsidered for the right.
Section D:
To be eligible for the rank of Chancellor an individual wishing to run in an election must pass a set of qualification criteria. For either the Alliance or Imperial Chancellor positions the candidate must be a member of the AIC. Aditionally, the member must have been pledged to a Popwerplay faction of their superpower allegiance for a minimum of sixteen weeks or alternatively be at rank five with a Powerplay faction of their superpower allegiance.
Article 3, Section A:
Full members of the coalition have, and should always have, the right to voice their thoughts and/or opinions and have those thoughts and/or opinions listened to by those higher up in the command chain, all the way to the Chancellors if necessary.
Section A(i):
Those in higher positions should take the thoughts and/or opinions of their subordinates into consideration when making decisions relevant to said thoughts and/or opinions. This does not require that those in command act according to those lower in the command chain, merely that all voices in the Coalition be heard equally.
Section B
Those in command who would refuse to acknowledge, consider or address things put forward by their subordinates, when asked to do so, should be held accountable for this breach of the Codex. This extends to the Chancellors themselves and, providing there are a significant voices of varied rank and allegiance calling for such an action, is grounds for a vote of no confidence.
Section B(i):
This consideration does not extend to non-full members, those who want to have a say in the Coalition must take the necessary steps to be considered full members. Regardless, a member of the Coalition may listen and give consideration to a non-full member at their own discretion.
