1. GENERAL
1.1 Scope
This policy applies to all Player-Managed-Factions (PMF) that share a border with CMCS and all of our current coalition allies.

1.2 CMCS Code of conduct
CMCS has built its reputation for honour, professionalism and integrity. These values distinguish us from less scrupulous mercenary companies.
- Honour CMCS operatives will conduct themselves honourably at all times
- Professionalism We conduct ourselves professionally at all times and will seek diplomatic resolutions above all else
- Integrity We are committed to collaboration and honesty in the conduct of our operations and expect the same from our allies and neighbours
- Loyalty We will uphold our end of local agreements and cooperate to the best of our ability
- Respect Our operations will be conducted with due respect for our neighbours and coalition allies
- Excellence We strive for a collaborative relationship with our neighbours that can foster growth on all sides
1.3 CMCS Commitment
We prioritize strong collaborative relationships with our neighbouring factions and within our local region, as well as with local superpower spheres and power-play groups. Our local commitment is to maintain peace and promote cooperation within and around our borders to the best of our ability.
2. BORDER POLICY
2.1 Principles
The manner with which we interact with local PMFs is subject to the following principles, which expand on our code of conduct. These principles apply unless an explicit agreement with the interested PMF dictates otherwise.
- First PMF in a system has a claim to it
- PMFs have a claim to their home system
- We will avoid retreating dead PMFs
- We will apply a non-interference policy with other PMFs operating around our border. As such we will not try to shape or alter their own BGS
- PMFs will not be used for proxies
2.2 Expansions
CMCS will apply due diligence to avoid expanding into a system where a PMF is present. Should an expansion occur to an unforeseen target, CMCS will operate in accordance with the principles outlined and will seek diplomatic relations as soon as feasible.
2.3 Dead PMFs
- We will attempt to contact and verify a suspected Dead PMF is indeed dead or abandoned. In doubt, a PMF will be considered active.
- We will avoid retreating Dead PMFs
- If a Dead PMF in our territory reactivates, we will cede our control of their home system upon request. We will seek a diplomatic agreement for all other systems where we share a presence.
3. MERCENARY CONTRACTING
3.1 Due Diligence
We are vigilant to manage our PMF according to the principles and policy outlined in this document and our code of conduct. We expect that neighbouring PMFs and our allies do the same.
We will also apply due diligence before engaging in mercenary contracts. Considerations include but are not limited to:
- Neighbouring PMFs
- Our coalition partners and their allies
- Our local power-play situation
- Client and contract history
3.2 Exclusion Zone
The exclusion Zone defines a region where we have no intentions of engaging in contracts. The exclusion zone includes all of our Faction systems until approximately 50 light-years of our borders and well past that for neighbouring factions and coalition members. We also would not engage against neighbouring factions in any case. We also will not engage against power-play interests within this region.
3.3 Overarching policy
In case of a conflict between the Faction Operations Domestic Policy and our Mercenary Contracting Policy, our Faction Operations Domestic Policy takes precedence.
4. DIPLOMATIC RELATIONS
4.1 Diplomats
We use diplomacy as a primary means of engaging with our neighbours, allies and any other interested party. We seek to foster mutual growth and economy of effort through collaboration and understanding.

4.2 Coalitions
We, at CMCS, take coalitions seriously. We favour local coalitions in the interest of PMF collaboration but are also a mercenary company and need to keep contracting flexibility. All coalition requests will be carefully reviewed and agreements reached before acceptance.
4.3 Superpowers
We not only prioritize strong collaborative relationships with our neighbouring factions but also with local superpower spheres and power-play groups. Our local commitment is to maintain peace and promote cooperation within and around our borders to the best of our ability.
Since we operate as a mercenary company, we are independent and as such, our squadron policy allows us to take on contracts for any interested party. This may sometimes have power-play implications. See 3.2 Exclusion Zone, for how that may affect power-play in our area.
