The failure of the Raven's Scouts to close the Black Market in Qi Lisu is in direct conflict with AAHC economic policy. Even our most lenient position doesn't allow us to support this (for further details see full Mission Briefing).

We didn't intend to go to war with the Ravens in Qi Lisu during this time, but due to their Infrastructure Failure in that system, the populace has encouraged it. We may also need support in defending our facilities in Qi Lisu directly (Red Binary Limited and Royal Plaza), but we will update if our information indicates this isn't high priority compared to the war.

Mission details
As an Imperial Corporation in 'border' space, we understand that negotiations and concessions must sometimes occur. However, we have a relatively hardline policy on which systems 'should' be allowed to have Black Markets open. Systems which contain Resource Extraction sites constantly suffer from security issues when the Black Markets are not closed. Systems with Civilian installations that can be raided face similar problems.

Qi Lisu and Yu Tun are such systems. Previously, the Black Markets in these systems were either not open, or not a concern for other reasons. However, with the recall of many Shields of Justice following the recent attack on Her Majesty, the political landscape seems to have changed.

Whether it is directly connected or not, the reopening of the Black Market in Yu Tun seems to have contributed to the Civil Unrest that was briefly experienced by the Ryders in that system. We believe that losing control of Modi Mineralogic Site to the He Qiong Republic Party also contributed to this problem, and this is an issue we plan to rectify.

We trust the Ryders to generally keep the Yu Tun system under control without closing the Black Market, but our traders are demanding a safer port to use in the system. Control of Modi Mineralogic Site allows us to keep their private flight log information and intentions more secure, so control of this facility must be regained and maintained.

In Qi Lisu, discussions are still occurring, about whether or not the Ryders should control the system instead, as many Traditionalists believe, but because of Yu Tun, we now know that this is no guarantee that the Black Market will close in that situation either. The negotiations with the Raven's Scouts, however, have reached an impasse, and conflict is inevitable. Be careful out there, CMDRs.

Modi Mineralogic Site has been successfully retaken, and we now ask supporters to focus their efforts on the war in Qi Lisu.
